Special Needs Services

Yolo County Child Care Planning Council understands the importance of Yolo County residents to have access to a variety of resources to assist families who have children with special needs and who might have difficulty gaining access to child care. According to statistics, approximately 8% of the children in Yolo County have special needs.

The ADA (Americans With Disabilities Act) defines a special needs child as one whose physical or mental impairment substantially limits that child, to a degree that is age appropriate, from caring for her/himself, from performing manual tasks, or from any other “major life activity” such as walking, seeing, hearing, speaking, breathing or learning.
It is a goal of the Yolo County Child Care Planning Council to work toward a system of child care that is responsive to diversity: geographic, cultural, type of care, and developmental need.*

WarmLine Family Resource Center - The mission of the WarmLine FRC is to provide information, education, and support to promote and strengthen the foundation of families and children with special needs to face the challenges of the present and create new dreams for the future.  It is a resource and support service for families of infants and young children with special needs.  No referral is necessary and both offices support group meetings, trainings, workshops and family activities.

Alta California Regional Center – Service Coordinators provide life-long case management services which may include: Arrange for diagnostic evaluation with staff physician or psychologist, information, counseling for families related to having a child with a developmental disability, advocate for and assist family or client in obtaining community services and quality programs, and referral to other agencies to meet family of individual needs.

CAST Communication Access
: Sign and Technology. NorCal Center on Deafness – Sign language interpreting and advocacy service that enables deaf or hard of hearing, who use sign language, to communicate with hearing people in various settings – medical, legal, job interviews, workshops, employment training, mental health and others.

Centro Guadalupe, Catholic Social Service Ministry- For individuals whole lives are limited by poverty or by cultural or language barriers, Centro Guadalupe, a central city multipurpose center, offers hope and a hand up. Bilingual/bicultural caseworkers provide information/referral, employment services, advocacy, emergency food, and domestic violence counseling.

Developmental Disabilities Advisory Committee, Yolo County (YCDDAC) – The YCDDAC serves as an advisory committee to the Yolo County Board of Supervisors and to Developmental Disabilities Area Board III. YCDDAC monitors programs and services provided to individuals with developmental disabilities. In addition, the Committee encourages program development and coordination of services, provides individual as well as issue advocacy, and promotes public education.

Health Rights Hotline – The Health Rights Hotline is a free, independent source of information and assistance for health care consumers in Yolo, Sacramento, Placer and El Dorado Counties. Experienced counselors answer general questions about consumers’ rights in health care and help consumers resolve health care problems. In addition, the Health Rights Hotline provides educational materials to reinforce how consumers can be their own best advocates.

National Multiple Sclerosis Society, Northern California Chapter (NMSS) - Promotes education of individuals about multiple sclerosis. Protection and Advocacy, Inc. (PAI) - Provides legal assistance to people with disabilities, including physical, developmental, and psychiatric disabilities. Services include advocacy over the phone, information and referral to other sources of assistance, peer and self-advocacy training, representation in administrative and judicial proceedings, investigation of abuse and neglect and legislative advocacy.
